Competency-Based Training and Assessment (CBTA) is an alternative to the standard practical motorcycle licence test. Instead of sitting a test at VTNZ, your riding skills are assessed by an NZTA-approved CBTA assessor against nationally recognised competency standards.
While training is not compulsory, it is highly recommended. CBTA training helps you develop the skills, knowledge, and confidence needed to ride safely and successfully complete your assessment. Your instructor will provide personalised feedback and coaching, focusing on real-world riding skills and reducing high-risk riding behaviours.
One of the biggest advantages of CBTA is that it is the only pathway that allows you to reduce the minimum time required to progress from your learner licence to your restricted licence, and from your restricted licence to your full licence, provided you successfully complete the required CBTA assessments.
You can begin CBTA training as soon as you have your learner or restricted motorcycle licence. When you and your instructor are confident that you have achieved the required standard, you can book your CBTA assessment.

Licencing
-
You can apply for your Motorcycle Learners Licence when you are 16. Take the CBTA Restricted Assessment when your 16 ½ and finally sit your CBTA Full Assessment when you are 17 ½
-
Everyone begins by completing the Basic Handling Skills Test (BHST). Once you have passed the BHST and obtained your learner motorcycle licence, you have two options for progressing to your restricted and full licence:
Standard VTNZ pathway
Wait at least 6 months before sitting the Restricted Licence practical test.
After obtaining your restricted licence, wait a further 18 months before sitting the Full Licence practical test.
CBTA (Competency-Based Training and Assessment) pathway
Once you have your learner licence and are at least 16½ years old, you can complete your CBTA Restricted assessment as soon as you are ready—there is no six-month waiting period.
You can complete your CBTA Full assessment 9 months after obtaining your restricted licence. However, your full licence cannot be issued until you have held your restricted licence for at least 12 months, as required by NZTA.
The CBTA pathway is the only option that allows you to reduce the time it takes to progress through the motorcycle licensing system while also focusing on developing safer, more confident riding skills.
